New Partners Benefits - Purchase of each Partner + Action Pack EOL ?

" So this means our company could purchase the 3 Partners Benefits packages and accumulate the benefits ? Also, I suppose that the benefits, like Action Packs or Legacy Silver program, are presented through keys that should be redeemed in our M365 tenant in the licensing panel ?
