Im trying to update a Windows Server 2019 (1809) for KB5013941 and the returned a error after restarting:
Erro: 0x8007007B

The 0x8007007B error is encountered when users attempt to activate their Windows operating system. It mainly occurs when updating to Windows server 2019. However, the issue can also appear because of corrupted system files that prevent the Windows server update.
Clean the Windows Update temporary cache folder:
%windir%\SoftwareDistribution\DataStore
Re-Start the Windows Update Service:
Perform SFC (System File Checker) Tool:
You must scan all protected system files to check for any corrupted files on your system.
SFC /scannow
Note: You will have to wait till the process gets complete
Thus, implementing the above methods will allow you to update your Windows server and eliminate the error 0x8007007B code. If the issue persists, you can update it here.
