Windows Server 2019 sending ARPs constantly

We have a 2019 server running Active Directory and File and Print services.  It also collects information for a network monitoring software.  We are seeing almost all network ports across 8 switches running constant broadcasts or multicasts or both.  We ran a packet capture on a PC and see our server sending constant ARPs.  I understand that ARPs are going to be prevalent on a network but should the server be sending constant ARPs?  Should it not be building an ARP table to rely on, at least for a period of time?
