I was wondering if you ever found a solution for this. I've seen a number of reports of this, all seemingly unresolved, and I'm having the same issue.

I could not find a solution for this unfortunately. I ended up having to purchase a 2 core Server 2022 license from a Microsoft partner (~$100) in order to get the full ISO download.

It's really a shame that Microsoft has not found a fix for this after all these years.
