Reusing product key

Hi! I hope i choose right discussion 🙂

I have a problem with product key - i bought windows server with 3 licenses (3 devices). I use all of them, until i deactivated two. Now, I want to reuse this two keys, but Server tells me, that this keys was used before and now i cant do it. Someone can help?
