Remote procedure call failed and did not execute

Hello Guys,

I'm having replication failure between my domain controllers

I'm running both on windows server 2016

one DC is on premise and the other is hosted on a vm in azure.

When I try force replication I get the error attached.

Anyone with any solutions for this?
