"Reset Password" missing/unavailable for domain joined windows 10/11 machines

Domain Joined Windows 10/11 client machine, do not see "Reset Password" option when password expired or enter an incorrect password.

"Do not display the password reveal button" is disabled in GPO

"DisablePasswordReveal" regkey is not present.
HKEY_LOCAL_MACHINE > Software > Policies > Microsoft > Windows > CredUI.

Is this a BUG ? anyone facing the same issue
