KB5031364 - Serious Hyper-V performance drop

Hi, as the title suggests I have noticed an extreme performance drop on Hyper-V after installing KB5031364 (The October 2023 CU). Perfmon shows low resource usage for all system resources: CPU, memory, storage I/O but both the host and windows VMs are experiencing kernel lockups as though there is resource contention (this did not occur before the October CU was applied).

Is anyone else seeing this? If so have you had luck uninstalling the CU or working around it in some way? I really don't want to remove the CU given the amount of CVEs addressed but it's rendered this host almost unusable.

Petri reported a known issue with VMs failing to boot here: https://petri.com/windows-server-updates-hyper-v-vm/ however the KB page here: https://support.microsoft.com/en-us/topic/october-10-2023-kb5031364-os-build-20348-2031-7f1d69e7-c46... makes no mention of this or that under the known issues section nor does it mention fixes/improvements to the hypervisor component. I have a friend and colleague reporting the same issue with other machines so I'm hoping it is widespread enough for Microsoft to notice and act.
