Discrepancy in repadmin /replsummary command's output when executed remotely using winrm
Command output when executed from the actual Domain Controller

The tombstoned ones you could try demote, reboot, promo them again. Also check the required ports are flowing between all.

Dave Patrick If the issue is with ports, then the communication itself will fail right.., there will not be any output.
Here the issue is partial output is receivedI'd check that both ends got the domain network profile, then check the route between them exists and any other firewalls allow the required ports to flow.
