Are there any bugs on Windows Server 2019 Active Directoy to create account?

I create a new account on Windows Server 2019 (1809) Active Directory and select "User must change password at next logon".

The user uses this account to login a Windows 10 Enterprise (any version) computer if this account is first time to login (Server has default profile on "\\domain name\NETLOGON" names "Default User.V6" and the permission set everyone can access), the account cannot load default profile settings.

 

If I uncheck "User must change password at next logon" to create account, this account will normally load default profile settings.

Therefore, how to solve this problem as it is difficult to tell user that if I uncheck "User must change password at next logon" and then request them change password next time. Thank you.
