WAC alerting question

I'm currently trying to setup windows admin center to send out email alerts when a specific service on a vm fails three times within fifteen minutes. After poking around for a bit, I see that I can use azure monitor to set alerts. Is that the only way? My org has been using log analytics primarily, but I haven't found an easy work around. I'm new to all of this, so any help would be greatly appreciated!
