System Insights Button Hidden

The System Insights feature does not show up in Windows Admin Center under the list of "Tools" for Windows Server 2022 servers.  The extension is installed; I can even navigate to and manage the feature by navigating to it directly via URL, but the button to access it is hidden.

Windows Admin Center is installed on my Windows 10 desktop as I was never able to overcome the permissions issues inherent with a Gateway install.

So far I've tried:

1. Reinstalling the System Insights extension
2. Reinstalling Windows Admin Center
3. Changing the user I use to access the server

Anyone have any ideas on how to fix this?  It's really irritating.
