after having a look at the Microsoft documentation concerning the topic of repairing Windows images here: https://learn.microsoft.com/en-us/windows-hardware/manufacture/desktop/repair-a-windows-image I may have a suggestion to solve your problem.
Since you got an error message while using the command "Dism /Online /Cleanup-Image /ScanHealth" it would be good to know if the image is error free, repairable or irreparable, for this you have to use the following command "Dism /Online /Cleanup-Image /CheckHealth", if the image can be repaired it might be possible to repair it with the following command: "Dism /Online /Cleanup-Image /RestoreHealth".
You can also find the "2023-07 Cumulative Update for Windows Server 2016 for x64-based Systems (KB5028169)" in the Microsoft Update Catalog at the following URL: https://www.catalog.update.microsoft.com/Search.aspx?q=KB5028169 from there you can directly download the Windows Update Package file which you can install on your Windows Server 2016.
