How do I disable installing in Windows 10 Home?

Hello all

I discovered that Windows 10 Home does not have a Local Users and Group Policy snap-in.

I have gone into "Services," but was not able to disable the installer. The service is stopped, but I am still able to install software like "Google Chrome" from a local account which I want to prohibit. I want to be to stop any installations from occurring from Local accounts on Windows 10 Home. 

I really could use some help.
