Fix: System Center Virtual Machine Manager 2008 R2 Maintenance mode does not stop cluster group failback

You put a failover cluster node into Maintenance mode by using the console in Microsoft System Center Virtual Machine Manager 2008 R2, then when you restart the node you find that the groups fail back to the host node.  Why does this happen and how can you resolve it?
