SQL Server 2017 Install Errors

Installing SQL Server 2017 Standard on a Windows 10 Pro computer.

Generating the following error:

Error details:

Error installing SQL Server Database Engine Services Instance Features

Wait on the Database Engine recovery handle failed. Check the SQL Server error log for potential causes.

Error code: 0x851A001A

SQL Server was installed on the machine; SQL and all it's programs were un-installed; the machine name as changed and the SQL Server install conducted again.   

Now this....

Any recommendations?
