Windows 10 IoT in a server role

I've done the same question in https://docs.microsoft.com/en-us/answers/questions/351115/windows-iot-in-a-server-role.html, however I think this is a more appropriate site to do the question. 

My point is that I'm wondering if windows IoT is intended to play a server role. Actually I think all IoT devices are intended to play a client role since they gather context info and send it to a server which manages that info.

I'm tackling a project where we need to build a web server to serve a frontend written in angular which will connect with a backend written in python and I'm curious about Windows IoT capabilities to accomplish this tasks.

I'd appreciate your opinion.
