Infinite pink loop

We have an intermittent problem in our organization whereby our Stream videos take a long time to load (about 1 min) and when they finally do, they won't play.

After pressing the Play button, it hangs on an infinite pink loop and never plays.

I've tried this on Chrome and IE11 to no avail. It's a problem with all our videos of different sizes.

Any idea what the issue is?
