use Logic app to send email using Visual Studio Enterprise Subscription account

I am trying to test the use of a Logic App to send an email anytime there is a Sentinel alert.  However I'm unable to configure the Outlook (send email) using my logon and not sure how to setup a user account with Outlook access from my Visual Studio subscription.
