Roadmap for Connectors in GCC

The roadmap for MS Search in GCC currently reads "Microsoft Graph Connectors that allow to index third-party content into Microsoft Graph to enable intelligent experiences like Microsoft Search will be available in Government Community Cloud (GCC)"

Pretty bad grammar here that confuses the issue. 

Is this saying that MS Search will index content in 3rd party systems, or is it saying that third party systems can connect and index MS content? Please clarify. Thanks!
