Options to register MFA through app not available

It seems that for a while for new users who need to register their MFA the the option to do this through the app isn't available anymore (I can reproduce this, if I reset MFA for my useraccount I also only get the "text me a code" and "call me" options). 

 

 

In the MFA admin settings all 4 options are checked:

 

Secrurity Defaults are also disabled.

Did Microsoft change something with the setup for new users? Any ideas how this could be fixed are much appreciated.

    What settings have you configured for Self Service Password Reset?
    If you go to aka.ms/mfasetup, do you see all methods there?

      Thijs Lecomte Yes, when I one configured my phone through SMS and goto the MFA settings I can chose to add to the app. The problem is only when setting up MFA for the frist time.

        Could you check Azure AD => Password Reset => Authentication methods to check which are available here?
