NDR message is not specific
hay I sent an email to 2 different emails addresses. one of the addresses is in our tenant block list therefore I received an NDR message that both of the recipients didn't get the mail because the...
usually the NDR message contains "Delivery has failed to these recipients or groups" and it will list the recipients lists

The NDR message :
Remote server returned '550 5.7.703 Your message can't be delivered because one or more recipients are blocked by your organization's tenant recipient block policy. AS(8910)'
And this message is for both email address although one of them is not on the tenant recipient block policy .
