You could also modify the ETR action from "redirect to hosted quarantine" to "set Spam Confidence Level" to 9 (for example). Doing so will trigger the high confidence spam actions for the messages processed by the rule, as well as their assigned quarantine policies.
furqannzr You could 1) create a custom anti-malware policy, 2) scope it to certain users and domains, and 3) remove the file types from the common attachment filter for that scoped policy. Word of caution if you do that: make sure to cover these files another way, such as using mail flow rules as described in the article. Setting up any permanent or overly broad overrides and turning off the common attachment filter completely is not recommended. For more information, see
