You might be better served by Applocker (https://docs.microsoft.com/en-us/windows/security/threat-protection/windows-defender-application-control/applocker/applocker-overview).

MicrosoftJoe Stern We are currently looking at Applocker or Defender Application control. The problem is it seems to only prevent running the apps. It does not seem to prevent downloads.
