Microsoft Defender Portal is not provisioned and cannot onboard devices

Hey all,

We have added a couple of Microsoft Defender for Endpoint Plan 2 licenses to a existing tenant. Licenses are assigned to the users. The other license they use is Microsoft 365 Business Standard. 

So the next step is to onboard the laptops of the users to Microsoft Defender. Normally, the Defender Portal is automatically provisioned when logging to security.microsoft.com. And on the left I can choose 'Endpoint' and than 'Onboard' to download a script. But this time the portal isn't provisioned and I do not see 'Endpoints' on the left(see screenshot).

What am I doing wrong? According to Microsoft, a Defender for Endpoint Plan 2 is enough to use Defender and onboard laptops to the portal.
