Whats the best way to create a MDCAS policy to block files containing account numbers From any service like O365 products

It really depends on your exact use case and requirements. I would recommend taking a look at both of these blogs because they speak directly to this.
Generally for files stored in M365 start with Purview and use Defender for Cloud Apps for edge cases.
