YoWoo, in your scenario, you would not need to purchase licenses again. SA includes next version rights, so if you purchase Exchange 2019 L+SA now, just maintain your SA (that is one option for the subscription model), and Exchange SE is included.
Joshua Ford, there are still a lot of legitimate reasons for running Exchange Server on-premises. The cloud is the ideal solution for many scenarios, but not for all. For some scenarios, and for many business reasons, on-premises Exchange Server can be the right answer, especially for hybrid configurations. That's why we're continuing to invest in and provide Exchange Server to those customers and partners who need it.
