Error communicating with component

I have a secondary site installed.  The SMS_MP-CONTROL_MANAGER and SMS-NOTIFICATION_SERVER for that site are showing as Red. When I start the Configuration Manager Service Manager to restart the service, I get the Error communicating with component.

What can I look for as to why this will not run?  I fixed the errors that where showing up in them.
