MySQL in-app

I have a students starter subscription.  For a class project, I need to create a MySQL database.  When I tried that on Azure portal, I was required to upgrade, which I don't intend to do for now.  I know my subscription package includes support for MySQL in-app.  So what is this MySQL in-app all about if it doesn't allow me to create a MySQL database?  I already went through plenty of documentation and didn't find a straight answer.

 

Please, someone, help me understand what MySQL in-app provides and whether there is a work-around for me to create a MySQL database without upgrading.
