Missing the Artifact Download option on the release pipeline

Hi there,

I have two azure devops accounts - one in East US 2 region and another in Southeast Asia.  I noticed my East US 2 account has an option to select artifacts to download for each of the release pipeline stages.  However my Southeast Asia account doesn't have it.  Is there any difference in the features offered in each region?

East US 2:

Southeast Asia:

No 'Artifact download' section.  However under the Additional options, there's an option to skip the artifact download.
