High Performace Power Scheme missing

The High performance power plan is not appearing. I have tried using this command powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c in Command Prompt and PowerShell (Both runned as administrator) and restarted my laptop. It still did not show up. Any ways to get the Power Scheme/Plan back?
