azure branding? is it stalled

I'm looking to tweak how users can access apps, etc.

 I found this old article about the access panel :

And its been replaced by  this: 

https://docs.microsoft.com/en-us/azure/active-directory/fundamentals/customize-branding

But that doesn't mention the 2nd bit. In my Azure AD, under user settings, theres an option for 'access panel' and it says 'manage settings for access panel preview features, but its not clickable. 

Is that something coming soon?
