I'd like to second this request, and add.an additional use case:
A provider of remote desktop infrastructure has customers who purchase infrastructure that allows them to operate a set number of desktop environments across multiple offices. These are set-priced, so bandwidth management is a matter of design.
Not having this feature makes predicting bandwidth or keeping bandwidth within the existing constraints difficult without causing the experience to vary between offices. Enforcing this via network constraints doesn't work reliably because we don't provide last mile.
