Hey there,
It seems that the app on Mac OS Monterey 12.2 ignores screen time limits. The app appears grayed out but is still able to be opened and used.

Confirmed with Microsoft Remote Desktop Beta 10.7.7 (1975) on macOS Monterey 12.2.1 (21D62).
