Creating a function app in premium plan requires two app settings:
WEBSITE_CONTENTAZUREFILECONNECTIONSTRING
WEBSITE_CONTENTSHARE
Based on the documentation App settings reference for Azure Functions | Microsoft Docs, When using an Azure Resource Manager template to create a function app during deployment, don't include WEBSITE_CONTENTSHARE in the template. However, including only WEBSITE_CONTENTAZUREFILECONNECTIONSTRING will cause the deployment error:
"Required parameter WEBSITE_CONTENTSHARE is missing".
