How to avoid Consent queries from end users

Hey,

When company has selected the following:

Configure whether users are allowed to consent for applications to access your organization's data / Do not allow user consent

Then it basically means that users are getting the following popup:

Need admin approval / needs permission to access resources in your organization that only an admin can grant

Is there an another way to get this approved than asking administrator do the sign in on the page, and setup the consents? Can admin do this directly from the Azure without going to that page?

And as an continue to this, does anybody knows if I could see from the Azure logs if users are getting this popups and what has been causing it? E.g. I could see if there are some "apps" which are causing this incorrectly and get it solved without end user reports?
