We've confirmed that all systems are back to normal with no customer impact as of 12/04, 08:55 UTC. Our logs show the incident started on 12/04, 07:45 UTC and that during the 1 hours 10 minutes that it took to resolve the issue 20% of customers in North Europe region experienced data access issue in the azure portal and query failure..
