Publish should provide automatically the new version of an agent to users

After updating and publishing a declarative agent built with Copilot Studio, the new version is not automatically available to users who previously had access. Users continue to use the old version until you manually refresh by clicking the original link again. If I click the button Publish in Copilot Studio my expectation is that this new version is available to all users who already had access to this agent. There is no hint that users need to click on the original sharing link.
