Same issue on my side with multiple monitors (4) as well. If I select a single screen, it will correctly place the full screen window but if I select 2 or more screens it defaults to only my laptop primary screen and ignores all others. Current functioning options - All screens or single screen.
I use one screen open for personal web, email, teams chat/meetings and the other two screens for AVD. Laptop screen left at 10% brightness and not used normally.
