avoid conflict when using cmd+tab shortcut

When I use RDP on macOS, I am using it in normal window mode (not full screen) to easily with with other apps on macOS, but when I use cmd+tab it always open the start menu on windows, due to equivalence between windows key and CMD. Could It be possible to set up a "press twice" on CMD to generate windows key ? or ctrl+cmd ? so in this case CMD will always prevail. This could be a setting to toggle on/off from macOS.
