With "Windows Server Datacenter: Azure Edition" having a more frequent release schedule... Is the OS upgrade process (Say from still the as the traditional Windows Server upgrades where it needs to fully stage the new OS to the disk and then have a long offline time? Or does is work more like the "Enablement Package" system we have on the Windows client OS?

For anyone reading this in the future, this was pretty much answered in this session - https://techcommunity.microsoft.com/t5/windows-server-events/windows-server-2025-the-upgrade-and-update-experience/ev-p/4080229
For now Feature Updates are still the same "In Place Upgrade" process as it was, except you can now deploy the feature updates as an update via WSUS as you have been able to on Windows Client for a while. This looks (for now) to be the same on Azure Edition, Azure Edition 2022 to 2025 is a "Feature Update" so it would be that full process. Ned P also replied saying this may change in the future though!
