​​im running ws22 on a brunch of servers, with perpetual licenses. if I want to update to ws25 do I need to buy new licenses or can I just do the upgrade to ws25?

Yes, no changes from previous releases. Upgrading will require purchasing a new license. There are some offerings that give upgrade rights as part of the benefits, such as with Software Assurance.
