Hello! We have a use case for Reserved Storage but I can't find any documentation on how it works in Windows Server 2022 and very little for Windows 10.

Reserved storage feature works in Windows Server 2022 similarly to how it works on latest versions of Windows 10 and Windows 11. Here's some documentation to get you started.

Set-WindowsReservedStorageState doesn't actually turn it on. It appears successful and returns no errors but running Get-WindowsReservedStorageState afterwards shows it's not enabled so I was questioning if it's actually a supported feature on Windows Server.

yes, I'd say it *should* work. Is it just one server where you see it not working, or it's a repeating problem across multiple servers? Unfortunately, it's kind of a problem that is difficult to troubleshoot without access to logs and such. I would recommend you opening a support case with Microsoft support services.
