We currently use Viva Engage, but we do not have a viva topics license. Do we have to purchase Viva topics to be able to manage/delete Viva engage topics?

You can continue to manage topics in Engage without an additional licenses, but if you want the added functionality of Viva Topics you will need a license for that.

  That is correct - no license needed for the lightweight management experience.
