You actually have a couple of options here: as a dashboard operator you can use the CardDesigner to build a card that shows static information and you have full control of the quick view thanks to the power of Adaptive Card. Operators can also use Teams app cards to "deep link" to existing Teams applications. If you need more control and full integration with external APIs or existing solutions, you can build what is called an "Adaptive Card Extension" using SharePoint Framework. We are also about to release the ability to have card views and quick views powered by a bot built using the Microsoft bot Framework.
