We are currently on-premises with all Microsoft infrastructure, using Windows Server 2019 for the print server. It's mostly using the HP universal drivers, with the exception of some plotters or non-HP printers. How would Universal Printing help us here?

If you plan on leveraging majority of your current infrastructure, the fastest path to get started is to install Universal Print's connector software that is available for free to customers. The connector software can be installed on your existing Windows Server 2019 and leverage the existing installed print queues (https://learn.microsoft.com/en-us/universal-print/fundamentals/universal-print-connector-installation). The print queues on the WS2019 print servers can then be registered with Universal Print and granted access to your end-users. This can help you start the transition to a cloud-only infrastructure and segment the printers to its own network area to minimize the printer security risk exposure. Ideally, using a Universal Print ready printer, which natively connects to Universal Print without any software proxy, such as Connector, will allow full support for Zero Trust security model.
