Regarding Stream integration into Viva Connections: What videos will be shown to the average user? Is there some sort of recommendation algorithm, videos from sites you follow or any other ways of getting certain videos onto the end user's Teams client?

From Stream you'll see video news links on org news sites and videos embedded in news posts. You could also build a dashboard card for a specific video and position where you see fit in the dashboard. Here's how the feed ranking works today:
