AMA: Microsoft Viva: Partners and extensibility

As far as I understand a site editor can create the Viva Connections Dashboard, add cards in the size and layout of choice, and target the cards to specific audiences. However, it is also planned to provide a gallery with cards to the end users, who are expect to have the site reader role, so they can choose which cards they want to show on their dashboard? Even further, will a combination of these be possible, so having a combination of company required cards that are displayed always to the user and optional cards that the user can add to their dashboard?
