Why is the web filtering part of the Global Secure Access client instead of Defender? As for current versions of the GSA client the user is able to pause the client without any admin rights and therefore bypass any web filtering policies? Are there plans to disable client pausing or limiting the ability to pause the client for normal users?

For the GSA client there are plans to disable/limit the ability for normal users to pause the client.
