Microsoft Information Governance and Records Management AMA

Is there currently any way to change the "Configure record versioning" and "Allow editing of record properties" settings within the Compliance Center to be based on a specific site collection and not for the entire tenant. In most cases we like the ability for end users to have the ability to unlock the record label on documents/folders to be able to edit. But we have cases where those two specific settings listed above would be effective for not allowing end users to edit anything on specific sites.
